If true, then it's a bit of a condemnation of his managers, which in my experience were appalling. Mine certainly took no notice of whether anyone could do their job or not, as long as we all lied about the amount of stuff waiting to be done. We only got unto trouble if we told the truth. As someone has said, most politicians have several, if not many jobs, but it's only the poor old bloke at the bottom of the heap who gets condemned for it. I would assume he was in the lowest paid clerical ranks. I remember when the minimum wage was brought in, at least my chunk of the civil service had to increase their pay rates.
