None of which means the claim that Russia interfered isn't correct, just that proving how big an effect it had isn't possible. Maybe it was big enough to swing the result, maybe not -- nobody knows for sure.

Is all the pipework 22mm? Except of course the tails to the rads. If so even with "lots" of sharp bend I doubt that your failures of the Webasto are due to lack of flow as that would prevent the system working at all. Heat exchanger leaks are likely caused by corrosion due to either too much fresh water being introduced into the system or a lack of corrosion proofer. Fan replacements could be due to the orientation of the fan or Just wear. Burners needing replacement could be excessive short cycling or lack of servicing. Exhaust flexible pipe splits are possibly poor installation or damage. Does the heater ever shut down with overheating warning? How long do you run the heater at a time? How many hours has it run? Have you ever changed the heater plug? What load do the radiators place on the heater i kilowatts?
