They Re particularly worried about banana shaped boats. There is the possibility of going up and not being able to get back down without reversing a mile and a half from Burland winding hole. OK, so saving in the short term often leads to larger costs in the long term but you do have to survive the short term in order for the long term to be relevant! Nor did they have such powerful mechanical diggers - they even beat the traditional Navvy. Not, as far as I know, did anyone die or suffer major injury in the process - this was not uncommon in engineering projects two centuries ago (or even much less) before our (proper) concern with H&S and documented working methods, so readily derided by permanent sceptics. It stands to reason that to move the walls further apart and effect a permanent solution it is necessary to excavate the material behind one of them. While I understand the frustrations of the boaters whose boats have been restricted, in the overall scheme of things CRT’s actions seem pretty reasonable.
