  1. Back to the original question. We all pay an annual licence fee that allows us full access to an amazing waterway system. Some are restricted in their access due to work/other commitments. They'd love to be on their boat all the time but can't. Some are luckier and don't have to have a home mooring and can therefore make full use of the license they've paid for. Sadly it seems the people who have paid the same licence fee and have the same rights of access rail against those that are lucky enough to enjoy full access and want them to pay more. Pay more? For what? Why should I pay more because your life limits your use of the canals and mine doen't? It stinks of envy I'm afraid.

No I'm not Carl, what I am suggesting is that quoting Google earth as the source of information, or the national media, much of which is opinion rather than fact isn't necessarily superior to knowing the area, which is where some people seem to be coming from. I use all sorts of tools as a general aide (I have, for example, measured lock lengths off google earth) but I wouldn't suggest that it is a superior source to having been there. In the case of lock lengths I'd trust someone who has taken a 72 foot boat through a lock over the measurement on any plan or photograph. David and I have repeatedly said that the Somerset Levels, as apposed to the Somerset Moors (The Sedgemoor) are above sea level. General response (rather than responding to Carl) accepting that the EA used "environment" as a cover for not spending money, the river Parret and the River Tone have reduced in cross section significantly. The suggestion that these rivers are poor conveyors of flood water is belied by the speed of flow on them when they are in spate, if dredged properly, or even at all, they would be considerably better at this. My observations living in Frome are that it has been bloody wet, I'm fed up with having to dry myself out and football matches around the area are frequently off, including Frome Town's fixture yesterday, not the first this winter by a long way, yet only the Wallbridge area of Frome has flooded, and that's a regular occurrence. Further down the Avon Valley the river has burst it's banks, but not more so than usual. Away from the levels we have some vulnerable roads and railways but they have not been any more flooded than usual. Clearly the levels are a receptor for a very large area, with the rivers Tone, Parret, Yeo, Cary and Brue feeding in to them among others, and one must presume that new development in places like Yeovil and Taunton have not helped if this has speeded up run off, but these town haven't grown dramatically in the last 20 years, and they are still only a small part of the overall area: the River Parret* drains around 640 square miles, only a fraction of which are the urban areas of Taunton, Yeovil, Langport etc. The biggest single change on the part of man's actions has been the cessation of dredging. One impact of this is that with the second successive very wet winter the levels hadn't properly dried out from the 2012/13 floods. Some bits do indeed flood every year but they normally dry out again: not this time despite a dry summer: I don't mean dry as in surface water, I mean dry as in the earth drying out properly. We may well have had record levels of rain, but the capacity to absorb it and the capacity to carry it away have been reduced, both in large part by a lack of dredging. The effect has been that land has flooded that has never flooded since records began, land relied upon by farmers for livestock to retreat to, land where it was thought to be safe to put sceptic tanks etc. Going back to Carl's previous posts, he rightly identified the problem: we went centuries draining the levels and maintaining those drains, then about twenty years ago it was decided by the powers that be that they knew better. The decisions were as daft as other related decisions, such as building on land that had flooded within living memory. You don't need a somerset passport to comment on this, but it might have been an idea if those who made the decisions about maintenance had known a bit more about the area. *edited to add: the Parret doesn't drain the entire basin, the River Brue, The Highbridge River and the Kings Sedgemoor Drain serve a large drainage basin as well

  3. In The Netherlands this flooding system has been used as long as they have build dykes along three river. Typicaly there are two, in parallel, a low (summer) dyke near the river, and a higher (winter) dyke a little further inland. The summer dyke allows the river to flood the pasture land between the dykes in early spring, when all the melting water comes from the Alps (in a nutshell, there is more, but I'm on the phone). When the river receded, the cattle is grazed on this pasture, and protected from flooding during the summer and autumn by the lower dyke. The Dutch didn't build dykes just to stick their thumbs in you know..

  6. I think that seems a fairly balanced report. As an aside - my Father who worked 40 years for SevernTrent water authority blames the RSPB, the conservationists (voles before people !!!!) and the EA for lack of dredging.

  8. Really? The North Yorkshire coastal defences were effectively abandoned decades ago largely to allow the tide to carry the silt and sand to the southern parts. It didn't work of course so they are now abandoning the Norfolk and Suffolk coast to the elements. When I talk about the North-South divide, by the way, I include the Midlands in the "South" as the huge amounts of money spent protecting the leafy shires of the Severn Valley contrast starkly with the "sorry but we're letting nature take it's course" attitude on the NE coast.

  9. I would probably re design it. At least minimum 22mm or 28mm copper tube to a large radiator using gravity circulation and then your pumped circuit to the existing. I certainly wouldn't want to rely on a pump for circulation only. I have gravity circulation to 2 rads in 28,22 & 15mm copper tube and a pumped circuit to heat the calorifier. James

  10. Just roll up stick your boat in it and crack on with the blacking or what ever. No doubt some bloke in a high viz coat will come out of the hotel with a freshly printed and laminated load of tosh telling you, you can't do that. Just ignore him and crack on. Then just sail off into the sunset when you've done.

  13. If they were the motives of UK "manufacturers" who outsource work to Third World countries, I could hava bit more sympathy with your point, but they do it to maximise profit, often at a social cost to the people in those countries where their products are being made.

  17. That's true in a sense, but that was later on. It started as a stationary engine, for generators etc. and particularly marine auxiliaries. I'm 99.9% certain that a marine propulsion version was never made. Trinity House had quite a few of them for lightships etc. That one looks like a generator engine, the laboratory engine had a much lighter flywheel, certainly the later ones did. The 'beefing up' was done mainly by using standard LW components. The continuation of production was probably partly because there was demand for a small auxiliary engine - for instance they were sometimes 'attached' to L3 marine propulsion engines - and later because of demand for the 'laboratory' version. Oil companies used to use them for testing fuels, for instance. Tim

  19. Unlikely - it was developed by Gardner's as a laboratory engine with many differences to the multi-cylinder versions including piston. I suspect it was used by Gardner's as a test platform for components fitted to later models since it remained in production well after the other L2's were superceeded by the LW's. For example the crank was beefed up in 1954 to cope better with the 16hp @ 1600 rpm they were extracting from it by then, way above the normal L2's rpm.

  24. I know I will get shouted down for this, but, nothing is perfect and I happen to feel that every penny of my licence fee is well worth it. TBH if the grand or so a year one has to pay to use this, generally beautiful and unique facility is that much of an issue - then perhaps boating is not for you? Nothing comes for nothing. It is not a cheap living option, but a chosen one, and for many of us it is just a luxury. Cars also cost a small fortune, but we pay up, to keep and enjoy what we have, we boaters have to do the same.

  25. We spent 20 years on the levels and have farmer friends on the levels. My parents owned The Langport Arms , my husband was the local butcher. and later we lived near Bridgwater, our daughters godparents , both sets are somerset level farmers , now marooned , can't even get out by tractor, one has just bought a small hover craft , yet to see how that pans out . Langport was originally called 'Longport' and the sailing ships used to sail up the Parrott from Bridgwater , they used to unload in Langport and the cargo went further up the Parrott to Long Load. Up until 10 years ago the drainage board was responsible for the welfare of the rivers and rynes (rynes are anything from 3ft to 20ft wide 4ft to 15ft deep, cut into the sedge peat and generally running straight)think of Holland , because it was the Dutch that improved these waterways. The boards were abolished ( I think under Baroness Young , could be wrong about which labour peer ) the only drainage board to survive is The Broads, and the dredging stopped immediately . Locals and farmers have been protesting since day one and have not ignored. This is a community that have handed farms down from generation to generation, worked the levels and managed the water. The houses and villages that are now being flooded are hundreds of years old , not new flood plane builds. People on the levels are used to flooding but not on this scale. Yes there would have been more flooding than usual, but no where near this scale, and they would have got on with it , these people don't bleat, they get on with it they are farmers that what they do ,help one another, just like I hope we boaters would . The R.S.P.B bought a big parcel of land on the levels ( about the same time as dredging stopped ) to in courage wading birds ( the first place visited by Mr Smith yesterday). The levels are peat based. Down on the moors if you jump up and down it moves with you , springy and spongy, as in soaks up water and (don't know who said it ) but it has been kept wet in the summer now , not allowed to dry out ( for the birds) . So would dredging help , too bloody right, talk to the people who have worked the levels for generations . Bunny.

  28. In the short time that I've been hanging out here, there are a couple of observations I have made about the boating community there in the UK. One is that, when the situation calls for it, you really pull together as a community. The other is that there is really a very diverse group of people in your community, including people who seem to be familiar with applicable law, rules, regulations and so forth. Maybe it's time for some of you to put your minds to work to come up with a solution to this problem. I remember sitting bankruptcy court one time when the Federal Judge haughtily boomed down to an attorney, "I can't reduce this debt to five cents on the dollar!" To which the attorney, a small, impeccably dressed, dark skinned Indian said, in what sounded like Ben Kingsley doing Gandhi, "Actually, your Honor, according to the law you can do anything you want. You are the ultimate authority here." The judge gave him ten cents on the dollar and they both looked quite pleased with themselves. I don't know how that works in British courts, but we got most of our civil law from you, so I imagine it is similar. My point is, the liquidation doesn't necessarily have to go exactly the way Mr. Lillie has planned. Everyone here is assuming that QMP2 is the only entity that could possibly run PLM - nothing could be further from the truth. In fact, it would be quite easy to displace Mr. Lillie and turn the marina into a profitable venture. Consider: QMH owns the property the marina is situated on and leases that property to QMP. That lease is most likely a long-term contract that QMH is obliged to honor. In this respect, the lease is an asset of QMP and it has a certain intrinsic value. As such, it is subject to administration by the Court. At the same time, the lease is also a liability of QMP because they owe payments on it. But, keep in mind, that makes QMH a creditor of QMP and that means that this debt is subject to administration by the court, which could quite possibly mean that the judge could rewrite the terms of the lease and lower the payments. (I don't know what the terms of the lease are. It might actually be a great lease for the marina operator. The point is, the liquidator could probably change the lease terms if s/he wanted to. At this point in time, the leaseholders at PLM have far greater equity in the marina than Mr. Lillie has, and there is no reason that that equity cannot be used to buy the marina. But the leaseholders are going to have to come up with a plan that they can present to the liquidator for them to take over the marina ownership. The first thing they need to do is to get together as a group and hire a solicitor to represent them. Maybe there is a solicitor on this forum who is familiar with bankruptcy law and could help out. Anyway, what you do is you take the aggregate of the money that all of the leaseholders have paid for future rents, from today forward, and try to use that as a cash asset with the court. You then use that cash asset to buy the master lease on the marina, you simply outbid Paul Lillie for the lease rights. See, his whole scam depends on no one bidding against him for the lease rights. If someone comes along and bids against him, his whole plan goes up in smoke. If necessary, all of the creditors (except CRT) could be asked to join the pool. Many would probably agree, as they have nothing to lose. I would suggest that, if this were to be done, the new group would make an agreement with CRT to pay off the £180,000 debt. This would put CRT on their side, and that could go a long way with the liquidator. At the same time, CRT could probably be persuaded to give the new group a new NAA, with the same grace periods as original NAAs, which would essentially subsidize that repayment a little. This whole affair is a big thorn in CRT's side. If they were given a face-saving way to get out of this, and never have to deal with Paul Lillie again, they would probably do everything they could to make this happen. Maybe some of the people here who really know the ins and outs of British law and the ins and out of British business can help the people at PLM put a plan together. It certainly seems like it would be worth a shot.
