Being pedantic, it is the 1976 Byelaws that require a boat to be licensed on the canals; the 1971 Act that requires registration on certain rivers as defined. Breach of either is a criminal offence. Simplistically, the 1995 Act 'merely' added a few reasons why the authority could revoke or refuse either.

More relevant is the likelihood of crt having to spend more than that in the next few years in legal fees, to move him on, get a bss, insurance and license for his new boat. Can we start a crowd fund for these legal fees, currently paid for by our license fees. He may of course do everything right this time.

Why does it make money for the organisers?  (Assuming by "the organisers", you mean the person who actually set up that particular appeal).

It does appear to have reached its £3,000 target.  If I read it correctly the hosting site takes nothing, but whoever handles the card transaction (eg.PayPal, takes 2.9% + .3USD). Am I wrong, but it seems the only people taking a cut are them, and that nothing is taken by anybody else.
