What waterways don't require BSS?

I was looking at this boat on eBay today. I noticed in the Q&A this...

Q: Hi, does the boat have a boat safety certificate ad if so when does it end?
A: It had one that expired last year, we didn't renew as we don't need it on this waterway !

So just curious what waterways don't require BSS. I thought they all did.

The 'authorities' that have signed up to to the BSS are :

Avon Navigation Trust

Basingstoke Canal Authority

Bridgewater Canal Company Limited

Bristol City Council

Canal & River Trust

Broads Authority

Cardiff Harbour Authority

Cheshire West and Chester Council

Chesterfield Canal Partnership

City of York Council

Conservators of the River Cam

Devon County Council

Environment Agency

Essex Waterways Limited

Exeter City Council

Loch Lomond & The Trossachs National Park

Middle Level Commissioners

The National Trust - Wey Navigations

Any waterway not under the control of one of the above is "BSS Free"

For example - Boats in Marinas on the River Trent do not require a BSS or Licence as the waters are outside the control of C&RT(however, some marinas do demand a BSS to show the boat is 'safe' to moor amongst others)

Who wouldn't want at least a periodic gas safety check?

Anyone who keeps their boat on the coast?

The thousands & thousands of leisure boats operating around the coast, from Trailer sailors to large Motor Yachts.

How many accidents due to gas do we hear about on sea going boats ?

The fishermen who died at Whitby last year?

This surprises me, as there is no boat licensing on the ML, so why would an owner need a BSC (apart from for his own peace of mind, of course?)

It is a bit of a puzzler, I guess if you never left the level no one would know.

Our reg is taken at Stanground, Salters Lode and Denver both going to and coming from the Great Ouse, wouldn't be too hard for the EA or the MLC to find out if the boat has a current BSS.

There are a number of decidedly tatty boats along the link route that obviously are not looked after and can't possibly have a bss. The most poorly looking one being a little springer in March, how it hasn't sunk by now is a miracle!

I know the one you mean, It has sunk a number of times over the last 12 years.

I did wonder!

What a shame a boat on an EOG mooring is neglected so.

Whereabouts? I am fairly familiar with the moorings around March but I can't think of that one (unless it is always under water so I didn't notice it).
