I'd plump for a giant sink unblocking plunger with which I would ram it hard upon the offending boat, p,p,pull hard on it and so suck it clear.

Good plan..would this "attachment" fit neatly onto the front of a boat..would it be permanent or removable?..could it then be used to remove those who overstay on 48 hr moorings or ...even better can I use it to pinch the best mooring slots?
