That's not what it says. It says gross profit. That's a technical term meaning sales less cost of sales. Net profit is the figure that counts (gross profit less all the other overheads, including staff wages IIRC), and they are silent on the point.

48 pax means an MCA inspection as a Class V small passenger vessel, yearly inspections, and a Tier 2 Boatmaster licence to drive it. Along with a fair bit of MCA paperwork, stability tests, etc.

 

Assuming of course the rules are the same for canals as non-tidal small rivers, which I believe they are.
