Before and after photos from Facebook. Looks like a new collar? Some reports said the gate had lifted out of the cup, but that looks unlikely from this  photo.

Or maybe it was the bolts that had failed and the collar itself was OK.

That collar looked broke to me.

Looking at the top photo, the collar looks fine, just the bolts are missing. 

 

If it had broken, I'd expect to see a part of the collar still attached to the other half of the collar, the part fixed onto the lockside. But there is none. 

 

In fact one might even think it was vandalism give both bolts are missing!
