My digital CO alarm shows previous peak levels. They indicate levels (not life threatening) when we haven't been there (and it's not batteries sulphating). It's probably fumes from other boats. I can't think of another source.
To further muddy the waters. I currently pay £260 a year for my offside mooring. No parking or facilities but secure and some land to play with. The C&RT cost on top of that is approx £460. So more money going to C&RT than the 9% from marinas charging a few thousand. I'm not complaining, just adding to the discussion.
@Steve_A hasn't mentioned their budget just it's towards the lower end. If a figure was given people could offer a better idea of the possible options.

I don't live aboard and like to think of my boat as very posh camping. Basic equipment and only 12v suits me fine. I know this wouldn't work for lots of people. But for me simpler is better.
Isn't it a bit more nuanced than that. I thought council tax only applied to moorings with residential planning permission. If yhe mooring is for exclusive use by the moorer they are liable for the tax. If non exclusive ( the moorer moves moorings once or twice a year) the mooring operator is liable (but presumably adds it to mooring charges). I may have the wrong end of the stick but you do need to do proper research before making a choice.
Offering to pay the CRT fee for your own length of mooring while this is being sorted out could be very complicated. The end of garden fee individual boaters pay to CRT is set at 50% of the local mooring going rate as assessed by CRT. The farmer paying CRT for multiple moorings is probably paying less than this per mooring but will have to pay the fee for all the moorings whether occupied or not. At least that's my understanding.
With the current cost off living many people won't want to contribute towards things they can already access free of charge.
"Friends" schemes are usually doomed and cost more than they take in.
But whose money? CRT ain't got enough, canals aren't a government priority and fundraising costs more than it rakes in. Licence fee increases only go so far. Sorry for the doom and gloom.

I'm not sure about other concerts but the prices for tickets for The Eagles at the Coop arena would make a £25 mooring fee pretty insignificant, if there were any spaces.
