I think the Foxton inclined plane renewal has been abandoned due to the running costs i.e. replacing the cables regularly. Falkirk wheel and Anderton lift don't have this problem. The Middlesborough transporter bridge has cables so someone is covering those costs there mind you it is a toll bridge maybe that helps.
This must be the thinking behind the 14 day limit on mooring, you moor up and cut back 60 foot of towpath, within 14 days you are off again to clear another 60 feet and so on and no cheating by mooring where someone else has cleared.
