Mike Askin has a video on Youtube showing how he hand starts starts his Lister. He has a cord wound round the stating handle shaft looped round a decomp lever, so that after - say 10 - turn, the cord goes tight and pulls one cylinder onto compression. Thus enabling the engine to start while he can still put full effort into winding.

CORRECTION
I've just watched the video on this wet afternoon and some shots of the restoration work do appear - but not all.
There was a film once on TV about the chap with Perch rebuilding her in his back garden - as Tims picture shows. The back end and engine room are in that shed.
Assuming its water cooled, and neglected, lets hope the water has been drained during these cold spells.
If it been unused for a long time, which ever valve was open when the engine last stopped may have rusted and not seal well now, giving poor compression.
They've probably spent £300k already on feasibility studies and consultants etc.
You don't much for a million these days, its only 4 weeks work from footballers.
The bridge over the marina entrance at Welford has indeed been removed, so the towpath does go round the moorings.
There was a plan to replace the ladder bridge at Braunston with a wheel chair friendly type - and move the ladder bridge to Welford.
But that hasn't happened yet.
