Houses don't use council facilities, people do. There are too many bands at the bottom end and not enough at the top end. Any thing above 1 million pound are all in the same band so pay the same.

The BBC picture looked like the entrance to the basin which was built on Taggs Island which is close to opposite the Hucks Boatyard which is where this geyser operated from
