Maybe that's true over rivers and canals (does Tower Bridge count?), but there are plenty of bridges over railways with station buildings on them, and quite a few with other buildings too. As one example, over the road from Wimbledon Station there's a row of buildings going across the railway, but they certainly don't look as quaint as those in your photo of Lincoln. Ditto at West Croydon Station.

There is not a huge amount of space going through the 'hole' (us in 2014)

 

Note the 'safety chains on the walls - anyone falling in can either 'hold onto the chains' roll onto them and use them as a 'hammock' until rescued. or use them as a step to get themselves out.

... and Broad St Birmingham?

 

I enjoyed my trip to Lincoln last year. Here's a photo from 1982 when the pool was a bit more boat friendly?

I'm assuming that photo was taken from the old harbourmaster's office. The Brayford Pool was a great place to moor long -term around that time, in spite of limited on-site facilities, seemed to have more visitor moorings too.
