It had small holding tanks which only just enough to last a day or so. We dumped that once out of harbour but some others in harbour were not so courteous.

Back at home the  discharge of sewage from a vessel to the river is mandated by law , as you are aware.

Which says oodles about the UK environment laws IMO.

You do realise that most water treatment works often get overloaded and discharge direct to rivers. This has been the case forever, but now should be recorded. 

I've seen barges discharging direct, pure lazyness.

You do realise that it is quite normal (and legal) for boats to discharge 'black water' into Rivers (unless specific By-Laws have been passed) as boats are exempt from the discharge regulations :

 

Section 3(2)(b)

Yes . Some outfalls are more obvious than others. All discharge water whether over loaded or not of course.

All the more concerning to see peole swimming in the river.
