If I recall the story correctly, the Passenger Transport Executive, or whatever it was called in those days, provided a small amount of funding to create the signs. The boat operator was very keen to operate the waterbus service to the timetable as published, in all weathers and whatever the number of passengers. That was important to maintain public confidence, and hence sufficient passengers to continue as a viable business.
