It's definitely rubber and a proportion of the outside raised edge has rotted away.

Cut a circle of the correct size from an old tyre inner tube or similar source of rubber. Refit between the discs. Or a piece of leather from an old shoe.

You could possibly use plastic  from a plastic container but you would have to be very accurate with the size and cutting.

Even thick non corrugated cardboard would do at a pinch

I'm trying one of your ideas. I had an o ring the right size so have glued it to leather. I'll wait for it to dry and try it tomorrow 😃
