Really weird electric issue

2A is just the rating of the power supply, I would doubt that the dash cam takes that much current on average. 2A x 12v is 24W which is enough heat energy to make a small thing like a dash cam get very hot. Therefore I think it will use much less on average.

The picture suggests that it is 2A at 5v (but that could well be the max output of the USB socket on the lighter plug.

That's 5v@2a maximum so only 10w or 0.8a at 12v ?

Oh yes, you are right. It will be a switch mode supply so 2A at 5v will take less than 1A at 12v.
