Plenty of modern mobile handsets will act as a WIFI/3G gateway. your iPad should work with any one of those.

It might be outdated in that it won't download at 1Gb/s, but i'll still function. 2G phones haven't stopped working, and Nokia's first 3G phone was released in 2004. if it works now, and provides the connectivity you need, it'll still work in another 8 years. all of the stuff I've specced would be replacable anyway, it's just hidden out of the way. LTE is an evolution of 3G, it's not going to spell the end of 3G devices.

With modern products like the TracPhone getting and keeping a signal shouldn't be too difficult on a narrowboat. But it's a pretty bulky object to mount on a cabin roof..
