It would be a waste of time. The red oxide will colour the blacking, and probably turn a brown colour, as it mixes with the bitumen. The red oxide won't be doing anything.

If you paint the gunwales and deck a lighter colour deck paint you'll have better visibility and know where to step. Red oxide on the [outside of the] hull if that's what you meant isn't going to help in that respect as that's not where you're stepping?

 

I hope you haven't painted bitumen on the gunwales and decks? That's a horrible idea.

Yes if you want a silver paint that will stick to bitumen try International Primocon primer or Jotun Vinyguard - both basically the same.

 

Not that you want to be stepping on those paints as they'll be slippery when wet, as will bitumen.
