It is hardly an industry that is a large employer - most canal boat builders seem to be 'micro-companies' with the boss man and a couple of gofers.

  

Surely, causing anyone some inconvenience wasn't a problem you'd baulk at, with the solution you proposed. You're looking for money, for a fantasy problem. If you're wishing to be pragmatic, no solution could be off the table.
