As the pipe is so close to the filter head it may just be slid over the pipe as a protection measure with no break in the pipe.

It may be to prevent the fuel pipe vibrating against the adjacent metalwork,and perhaps fracturing in time.

Not if the copper pipe I am sure is inside the tube is still intact. Copper is not permeable to air. If it is a joiner as you seem to have claimed, then it is a BSS fail as per your original image.

 

Look elsewhere for the air leak. I would  suggest the rubber seal on the bowl of the filter as a start point or the same for the cover on the lift pump (if you have one).

As you have discovered, it is a Lister original part, I was hesitating before replying, in case my memory was playing tricks.
