Yes - the new pumps at St Germans can shift 100 tonnes of water per second, that's a lot of pump power.

Stanground lock becomes unusable if the river Nene is above a certain level, this will usually coincide with strong stream advice on the Nene.
Pumping in the middle level (After prolonged heavy rain) can cause strong flows through March and a "slope" on the level which makes the short stretch from Pophams Eau to Marmont Priory lock quite shallow. Neither of these effects prevent navigation, they just make it more interesting!

Stanground belongs to the Middle Level Commissioners so has nothing to do with EA licences.
From talking to some "regular offenders":
The first time they check you, they will either sell you a day licence straight away (Slip-launced boats, etc) or give you 2 weeks grace to get a longer term licence. (Larger boats)
There is a patrol boat, it is shared with several other rivers so may not be on the Nene at any particular time.

Defiantly, IMHO the hull is the main part of your investment, followed by the engine, most other problems can be solved with a bit of know-how and elbow grease.
The age of the boat is no indicator of the speed of corrosion.
