  1. That picture is at least 10 years old, if not longer - Its Tyrley top lock.
  2. Really. You believe that. All that will happen is the lock will be broken off and then a cost to replace OR the rubbish bag just gets thrown over the fence, causing a mess then rats and yet another bill.
  3. I'm not saying it cannot be discussed (Nor commented on) I'm saying that in this thread alone I've seen 3 or 4 theories all different. Until some kind of investigation has taken place its mostly just theory and what people think. But with only 3 posts I'm not sure I'm allowed to say more. Already the post above mine says the vegetation was of no major concern. And no, i don't work for CART. I've just tired of the incessant theorising. I will say that the vegetation seen on that spillway would not restrict water flow greatly - should it have been there, probably not - i don't know I've only got 4 posts now.
  4. I've watched it - and to be honest, if people are commenting without watching it, well, it kinda sums up this thread. Emma wanted him to say funding was short and was trying to fish a sensational angle, like she always does. The irony being of all the structures under CART - reservoirs are arguably the most protected and pretty much ring fenced. There is no way to delay or ignore any task for a reservoir in favour of a TV advert or a signage programme. Personally, i think he did well in the face of a populous who want to blame someone, anyone for a freak set of conditions. The fact there are no deaths, that an evacuation was completed and the fact that a multi agency groups came together to fix a problem is being ignored. Alert systems did work. The only people qualified to comment on cause are those with engineering degrees and experience in structure design / fracture mechanics. Because if you don't, well, you're waffling about things you don't understand truly.
  5. No, he did not say that at all. Honestly. You really believe that to be the case. Sounds like the comments from someone who retired many years ago. Amen. Something the armchair engineers never thought of.
  6. Or they might say your bank has collapsed into the canal and you must repair that before any other work is considered - Water does not define CRT ownership nor does it assume its their problem as a result. In answer to OP then A R Rothen could do all of what you describe.
