Whilst I have every sympathy in the complaint of someone mooring next to you in the middle of nowhere (unless you are on visitor moorings) did you really mean running your engine at night? Given that sunset is currently just after 8pm and lighting up time is 30 minutes after that I'm not sure how you'd comply with the 8am to 8pm rule if you were running at night. It might also offer an explanation as to why the other boat fired their engine up just after 8am (in compliance with the conditions).
