I guess this is the EAs doing. Must have been an adverse risk assessment costing loads. Wonder if well-being and environmental and manufacturing costs of fencing were within the risk assessment? 
 

Seems sad -  I wonder if the pier could have been made Waverley accessible as I don’t believe Sharpness can now be accessed by PS Waverley either  ☹️

The EA are very risk averse when it comes to public access - that's an observation not justifying their stance. I'm not sure how they ended up with Lydney Harbour, in the early 1970s I believe it was owned by British Rail
