I have removed the fuel injection pump from a Kelvin P4 diesel.  The cam lifter sump space is full of what can only be described as "gunge". Is this suppose to lubricated with oil or just fuel?

Many in line injection pumps have an oil cap into which a teaspoon of engine oil should occasionally be dripped. I don't know the pump on a Kelvin but it is highly likely that it needs lubricant, not relying on the fuel alone.

If it is the CAV BPE pump ( I think it should be but am not certain) the cam space should be half filled with engine oil.  The cams for these are like rocking horse poo, so look after it.  Post a pic of the whole thing for recognition purposes.

 

Keep an eye on the oil level.   If the oil  level rises it indicates a diesel leak internal to the pump, if it falls it is usually the end seals.
