When I was about 9 or 10 I used to cycle up to Teddington Lock from our house in Kingston and spend hours ‘helping’ the lock keeper. I wonder if that would qualify me for the position

Afraid not, there's nothing there about experience of boats, locks etc. You do have to be able to drive a car,  though...
