Broken pallets and a knackered scaffold board, handfull of screws and nails and two big bolts. Easy, cheap.

Even better is a cut down wheely bin. You put enough water in the bottom to run the engine when testing.

It's only a storage stand for inside, not for running engines on, and it had to be no more than 26" deep so it could go through a door. It wouldn't be suitable for trying to pull start an engine. For testing I have a wheely bin and a stand for one engine outside for using with muffs. As for cheap and dirty outboards, I guess the answer is yes! It's now got an old Yamaha and two Seagulls on it. Those things dump more oil than live seagulls deposit poop.
