Probably a daft question

Ok so this is probably a daft question and I perhaps should know the answer but I have noticed on the stern of most Narrow Boats one of the mooring posts (can't think of the correct terminology) is slightly different from the other in that there appears to be some of nut head or special fitting on top. I just wondered what they are for?

And a rotten idea in my opinion, brass and could be busted off if a rope with a heavy load caught and snatched at it, or another boats stem post or something should happen to strike it. Plus the hollow dolly's fixing stud would be weakened.
