BSS certificate

I had a letter from BW today reminding me that my BSS Certificate is due soon. The only problem is I have just licenced it for the first time and the boat is new. I didn't think I required a BSS certificate until the boat is four years old is this an oversight by BW, have I made a mistake on the BW Licensing application form or have I just got the idea of a BSS certificate completely wrong?

If the boat is new, shouldn't it have come with a RCD declaration of conformity (a copy of which I think should have been submitted to BW?)

I have the owners manual there is a copy of there.

I rang BW this morning it turns out there records were wrong and they had me down as a lined sailaway

Even with a sail-a-away the RCD would have been valid for the first year.
