The people who stared in the the photos have formed a committe of people. I understand that they will look at each application. It wont be a system for scroungers as it the committe is full of the local boat people

I know that the idea is floored but atleast they are trying something. You can sell almost anything with sex... however there should be exceptions, if you get hold of a copy you shall see what I mean.

Who on earth are "the local boat people"? I know that length of canal and the only "local boat people" I know of have been hiding from a recent continuous cruising enforcement blitz for a while.
