Looks like it. 

 

Funny shape I kept thinking it was going backwards. 

 

Of course there were a couple of narrow boats with the same propulsion system one of which was called Jethro Tull. I suppose it is handy for shallow water. 

I wonder if it was an early home made GRP hull. Looks more like plywood though.
