  7. I suspect there is a lesson here in reinforcing the use of the vandal locks. Sections of this flight have been drained repeatedly since late last year; the first draining got into the paper as I remember. Edit for link. http://www.expressandstar.com/news/2012/11/28/canal-water-drained-in-attack-by-wolverhampton-vandals/ I often walk down on my way to work and it's not unusual to see the locks off in the early morning. Some scrote has taken advantage of that and I fear it's likely to happen again. They've likely picked up a windlass lost along the way.

  13. My twopennerth... There are sections of the canal such as that I will transit today where 95% of the piled bank is either VM or lock landings, whereas the unpiled bank is, for the most part, unusable due to a combination of collapsed/shallow banks and vegetation. The Shroppie shelf springs to mind too... My fear is that this will roll out nationally on those sections where it is unworkable and bring a world of pain! Also, I doubt that this scheme could operate within S17(3)(ii), the 5 mile stretch would need to be accepted as "other place the vessel can reasonably be kept" otherwise the Board risks constraining the distance over which one might navigate as I doubt in all faith that a fee could be seen to be influential in a decision as to whether a vessel might be navigating. Esp with Judge O'Malley's comments in mind.

  18. Tony you have reminded me that the controller in question does have an equalisation function. They're certainly fully charged. Once using my tablet and charging it at work I'm well within the power available during the day & it's common to get home to 100% That makes me a little happier. I remember Gibbo mentioning he desulphated a battery at 15.6 volts. If I'd've been staying at home I'd've sat and watched but I needed to go out so didn't fancy leaving things in that state. Thanks all; I won't be replacing the controller quite yet! I will be down the engine hole later topping up. I remember dry batteries have a tendency to go pop!

  20. Solution; cover part of the panel and turn the fridge up. Not entirely satisfactory though!
  21. My batteries are very sulphated; so much so that one of my two solar controllers is telling me they're knackered. Still enough to keep fridge and lappy ticking over mind but that's eating about 40% of available capacity. I reckon I'm down to about 20% of original capacity. I've got enough to watch a dvd; that's about it... I will replace them and am not too concerned about that, but I've just noticed that my smartgauge is reading 15.2 volts in full sun. One controller is disconnecting due to overvoltage, the other isn't. Is anything going to blow up before next Friday? the Vmp of my 170 watt panel (that's not disconnecting) is 17.6 with a Voc of 27 point something IIRC Any guidance would be appreciated
  22. The moving boats bit is Bull..... A composite hereditament does not require shuffling of the individual dwellings. Just several dwellings normally fastened to the same structure. I doubt they can, in law, charge both band A on certain pontoons and the rest as a composite. I need to check the Tribunal Procedure Rules for the Valuation Tribunal to see what right of appeal, if any, you might carry but I suspect you'll not be a party to the decision unless joined during proceedings so my back foot would be to start a complaint and be clear in initial correspondence that you intend to seek advice on the possibility of Judicial Review should the guidance on moving boats around not be circulated.

  24. Hi Sal If you're considering this it will be worth requesting a Pension Forecast from the Pensions Service 0845 6060265. The amount of State Retirement Pension payable to a couple is a very moveable feast and Kevin's figure above only reflects one of a very significant number of permutations. When you hit State Retirement Age will also be material and there may yet be transitional protection to the likely imposition of a capital threshold to Pension Credit. You may qualify for moorings and licence to be paid via Pension Credit or even Housing Benefit if Graham's opinion of IDS is as flawed as I suspect. We live in interesting times where welfare benefits are concerned; best you seek up to date advice from a local provider.
