At a guess there are far more living on coastal moorings than on canals and rivers inland. Take the areas like the southern parts of East Anglia, the Medway estuary, the solent, south coast, Devon and Cornwall, all have hundreds of small and large moorings.

If you simply want to live on a boat and don't mind not having access to the inland waterways it makes a lot more sense. No licence, no BSC, no restrictions on length, beam or air draught.
