I doubt the Canal would be flooding as there's escape routes (sorry) for the water before Elkingtons Lock. I understand the Canal did actually flood the field on the tow path side along the straight below Claydon Bottom about five years ago, so take the above with a reasonably sized pinch of salt. The tow path dips halfway along the straight. Martyn edit to PS. I saw Windsor about three weeks ago just below the bottom lock, I suspect it's still there, by what you have asked. The stern line was also adrift at a similar time, I refixed it but did not lie to go into the stern cover to sort it out properly. The stern line is fraying as well so could do with some attention.
