So far, they've missed the fact that many of the hire boaters are foreign visitors. It's only a matter of time before the "elf & safety" wallahs start to produce their "signage" (oh, how I abhor that word!) in other languages too...

Is that yes - we do have people at that level?

If so - who are they and why does it appear that they are not representing the people they are there to represent?

How do you know that they are not representing people when you know nothing about them? Join an organisation NABO or IWA and find out.
