I'd start by winching it closer to the bank, off those sturdy looking bollards.

 

Get the doors shut and it'll come up, no problem.

Looking at Mike's picture, I'd say that was what they were going to do. The lock landing's underwater in Mike's picture (BTW, he must have b@lls of steel to go boating on the Avon in those conditions!), but you can still see top of the bollards. The boat is much closer to them than it was in my original picture.
