Just spoke to British Waterways and they said that the locks will definitely be open as of midday tomorrow, Wednesday 19th March.

From Waterscape stoppage list ...

 

Update (18 March 2008) : Rewatering on the extended stoppage at Buckby Locks has progressed quicker than expected and the navigation (between Lock 7 and Lock 13) will now reopen at 9am on Wednesday 19 March.
