It is actually far more than I used to spend on maintaining the public highways, when I worked as a civil engineer, and I had to factor in labour whereas BW, apparently, budgets for this separately. This, from a civil engineering perspective, suggests gross inefficiency, poor negotiation of term contracts and, possibly worse. I don't know where the money leaks to, but I know it doesn't cost (iirc) three times as much, per mile, as an A-road, especially when they count manpower separately. If BW stopped chucking money at new offices and wasting it on overpriced civil engineering schemes, they could absorb the DEFRA cuts and not hike up licence fees.
