It's a very good article and treatment upon treatment can, and have been carried out by unskilled operators. Really, timber sprays do not penetrate the wood, but provide a surface coating which, hopefully, kill the emerging beetles - so you will still see dust after treatments - it's difficult to kill the grubs as they chew through the wood growing to adult hood. There is every chance that the beetles were introduced by firewood brought into the boat for fuel. All pine has a certain amount of protection in the sap in the wood, this gradually diminishes over the years, The finest timber used in house construction was that used for properties built just after WW1 when large quantities of the finest timber (with a high pitch content) in the the Black Forests were demanded from Germany as part of the reparations for coming second in the conflict.
