does my outboard charge batteries if its in neutral and going nowhere. its a 25hp mariner

Assuming its a four stroke, the alternator on this engine only gives 15 amps max. It will theoretically still put some charge current into flat batteries at idle but this will be of feeble proportions so probably not worth the wear and tear.

As above, charging is modest from an outboard.

 

Get yourself a small cheap inverter Genny. Wear that out running a good battery charger. It will be no noisier than the outboard and more efficient.

 

Genny is cheaper and easier to replace than your outboard
