Red diesel and commercial boats

Commercial boats will apparently continue to be permitted to use rebated red diesel.

 

So.............

 

What is the definition of a 'commercial' boat?

 

For example, would a boat with a BW 'low intensity trading license' be a 'commercial' boat as it is involved in a business and "providing a service for consideration"? Apparently if a boat is delivered from one place to another by a professional boat delivery skipper then (s)he can claim rebated fuel for the journey as they are 'providing a service for consideration'.

 

I would have thought someone selling the occasional rope fender from a boat is also 'providing a service for consideration'.
