OK. Where does the 9,000 figure come from? I can’t find it in the report.

The report is clear that boat movements and lockings are different things. It’s also apparent that one locking consists of filling and emptying a lock. That means two boats can transit for every lock cycle. No surprise therefore that the number of boat movements is greater than the number of lock cycles.
