VAT on license fees?

I recently noticed that VAT at 17.5% is only payable on the BW portion of our 'Gold' licence. There is no VAT on the Environment Agency portion - any views or answers?

a gold licence is worth it if you travel rivers and other ways. I don't know about the VAT though - shame it can't be claimed back!
