Abuse of Lock gates?

Towpath traders secure their boats and open up for business and wait for their customers to come to them. During this time they are not in any hurry to go anywhere.

Coalboats will of course be stationary when doing business but they usually take their trade to their customers and may only loosley tie a centreline to the customers boat to stop them drifting in the few minutes it takes to carry out the trade. They are not a special case, but the way they trade is different to towpath traders and by trying to lump them all in to one with reagrd to their needs as a business is, to use your terminology, a dangerous line to take
