Paul Yes, "Spin out" and "spin off" as in removing assets and responsibilities from government and placing with a charity not "spin" as in Alistair Campbell deceiving people. This seemed to me to be a very optimistic article. Perhaps we should give it a chance rather than picking holes with spurious comments. The optimism probably stems from the fact that this website seems to exist purely to promote "third sector" activities. But yes, you are right, it should be given a chance to work.
