Hi

I'm going to install led lights throughout the boat. Now the question is what is the difference between a transient suppressor and a voltage buck driver ?

A transient suppressor will prevent (hopefully) any abnormally high voltages reaching your equipment. A buck driver will provide a constant current to your equipment (LEDs in this case).

 

If you purchase LED bulbs which fit into a standard holder (eg: BAY15D) just ensure they have an on-board voltage regulator and you'll be OK. That way the brightness won't vary as the battery/charging voltage varies. Most are like this nowadays and they also have the advantage that they are not voltage polarised, ie: you can put them into the holder either way round.
