Purchasing without a survey?

The only reason I would buy this would be if it had been built by a quality builder and had the potential to be rebuilt into a very nice boat. I would not expect to find anything beneath the waterline that was worth saving and if there was it would be an unexpected bonus. There is also every chance that the condition under the floorboards is frightening.
