I think at the end of the day, this is a case that shows what happens when you don't do your research before embarking on such a project.
Unforeseen delays to whatever the problem is, is one's own problem and no-one else. As others have stated, your best option right now is to find a home mooring and visit CRT pronto and see if you both can find a compromise which suits both parties. Face to face will go much further than going back and forth via correspondence. The plus side to the expense of buying a home mooring is it gives you much more time to plan and save and finish up the boat that you dreamt of when you first started.
Not taking any action now by complying with CRT will, inevitably, have a poor outcome on your part.
They laws broken or not depend on what kind of license you have. If it's a CC'ing license then by staying put for so long is the obvious problem.
